Annual Review of Social Development 2010‐11: Federalism and Social Development
The government has taken some very significant steps towards increased autonomy of federating provinces, including consensus based 18th Constitutional Amendment through which several subjects previously in the Concurrent List have been explicitly transferred to the provinces. In addition, under a newly negotiated 7th National Finance Commission Award, substantial more resources have been transferred to the provinces. Since delivery of most of the social services falls under the provincial and local domain, these steps will have major implications on social and economic development at national and sub national levels. In response to these developments, SPDC will conduct an in‐depth analysis of these implications, and provide policy recommendations to provincial governments to effectively use this opportunity to improve overall socio‐economic conditions. In particular, following research studies will be conducted: a) Implications of the 18th Amendment to the Constitution on Provincial Autonomy b) Implications of the 7th National Finance Commission Award on inter‐governmental fiscal relations c) Analysis of Sectoral Development Priorities in Federal and Provincial Budgets 2010‐11
Violence against Women with focus on the Cost of VAW
A case study of Karachi: The study would primarily focus on establishing the linkages between violence and slow economic development. The study, being a pioneer work in Pakistan, would help calculate the economic cost of violence. It would help build a comprehensive understanding of the various forms and manifestations of VAW being experienced in Pakistan.
Gender Dimension of Development Induced Displacement and Resettlement
A Case of Lyari Expressway Karachi: The primary aim of this research is to measure the level of overall well-being of displaced women in the case of Lyrai Expressway Karachi, by using the Impoverishment Risk and Reconstruction (IRR) Model. The study will identify parameters that need to be taken into account while planning and designing a development project. The research would be based on qualitative and quantitative methods of inquiry. The application of the IRR model is a qualitative method of inquiry, in which all the indicators reflect certain behaviour about risks and resettlement. However, the survey design could measure some quantitative indicators as well, such as loss of income due to loss of employment.
Gender Issues in Rural Non-farm Employment
This research will evaluate the nature, determinants and extent of gendered participation in rural non-farm sector using a primary household survey. The role of gender will be investigated in non-farm rural sector by evaluating household income, employment, time-use pattern, and other aspects of human and social development. One of the aims of the research is also to evaluate financial, cultural and other constrains, especially for women, for expanding non-farm rural sector.
