Public sector institutions and quasi-public organisations in the development of infrastructure, delivery of social services, tax administration and the administration of public services are analysed. This is done through assessment of needs; definition of problems; analysis of options; action planning; reorganisation; efficiency improvement and systems and procedures analysis.
SPDC’s research in the social sector delivery arena resulted in revamping of SAP reflected partially in the design of SAP II and for their decentralisation reflected in the National Devolution Plan. SPDC was the think-tank behind the 1996 NFC Award. Proposals for improvements in the Social Safety Nets have been reflected in the Poverty Alleviation Programme. The realisation by Government that stabilisation strategies have contributed to increasing poverty and there is, therefore, a need to adopt a growth oriented strategy linked to stabilisation was facilitated by SPDC's analysis of the 2001-02 federal budget and by SPDC’s Annual Review 2001. |
